Mr. Turner's article, "A look at the values of a lake" was published as the feature article for 50th Anniversary editions of The Riparian. • October 16, 2009 Michigan Tax Tribunal Judge Victoria Enyart quotes from published materials of Joseph M. Turner to describe important elements in the apportionment process for "Lake Improvement" special assessments. Judge Enyart's remarks were made to attendees of the conference Taking Charge: Special Assessment Districts for Lake Improvements. The conference was hosted by the Michigan Chapter, North American Lake Management Society and the Michigan Inland Lakes Partnership at Tustin, Michigan.
