City of Saginaw Ballot Language approved by City Council

                    

QUESTION 1.            REMOVAL OF THE DOLLAR TAX LIMITATION

Shall Section 45 of Chapter VII of the Charter of the City of Saginaw be amended to eliminate the gross dollar limitation on all taxable property that was established in 1979, and which effectively limits current rates to approximately 5.6 mills.  Elimination of this provision would potentially increase the tax rate by 1.9 mill, which would yield an additional $1,316,224 in revenue in the first year.  This would increase the yearly taxes on property worth $50,000 by approximately $48.

Should the Amendment be approved?          Yes___________

QUESTION 2. RAISING THE MAXIMUM MILLAGE RATE FROM 7.5 MILLS TO 10 MILLS.

Shall Section 45 of Chapter VII of the Charter of the City of Saginaw be amended to raise the maximum yearly levy on property from 7.5 mills to 10 mills.  If the dollar cap provision is also eliminated, the total tax rate increase would potentially be 3.4 mills, which would yield an additional $3,031,224 in revenue in the first year.  This would increase the yearly taxes on property worth $50,000 by approximately $110.

QUESTION 3.            ELIMINATION OF EMERGENCY 3 MILL PROVISION.

Shall Section 45 of Chapter VII of the Charter of the City of Saginaw be amended to eliminate the provision allowing the levy of an additional 3 mills upon an emergency declared by the Mayor.  This provision has not yet been used.
