Saginaw more efficient: spending is down despite inflation

The Saginaw News analyzed statistics related to city operations to see if city management was wasteful. After running the numbers they said: "To provide a so called apples-to-apples comparison, we adjusted figures for inflation, combined the general and rubbish funds, and calculated spending on a per resident basis. Results show that spending per resident is lower today than 21 years ago." "
